JLA’s core team brings expertise in improvement, program design, evaluation and collaborative change.

For each engagement, we develop a project-specific team, drawing on a diverse network of experts to ensure a successful outcome. Joslyn Levy leads each team to provide expertise, vision and oversight.


Joslyn Levy, Principal

Joslyn brings over thirty years’ experience in public health leadership, coaching, and clinical nursing to JLA. For the past 12 years, she has led JLA’s work, supporting organizational, regional and national efforts to implement, evaluate and spread best practices to improve health.

Before establishing JLA, Joslyn was Director of Clinical Systems Improvement at the NYC Department of Health and Mental Hygiene, where she led large-scale quality improvement initiatives and educational outreach programs in hospital and community settings for close to a decade. Key initiatives included Breakthrough Series Collaboratives to improve chronic disease prevention and treatment, and the ground-breaking Public Health Detailing Program. She advised on EHR design and was a strong advocate for advancing health literacy. Joslyn’s previous roles included leading new business development for a peer review organization, co-founding a NYC resource center for women. She began her career as a nurse in sexual reproductive health at a safety net hospital in NYC.

Joslyn received both her Bachelor of Science in Nursing and her Master’s Degree in Public Health from Columbia University.

 

Nicole Filion, Associate

Nikki serves as an evaluation technical advisor and manages project implementation and communication for JLA engagements. She conducts core evaluation activities, including survey design and implementation, interview guide development, data analysis, and provides targeted technical assistance to clients, including tool development and training for data collection and guidance on logic model design.

Since joining JLA in 2018, Nikki’s attention to detail and collaborative nature have seamlessly supported a diverse set of clients ranging from small non-profits to large health departments across the country.

Nikki received her Bachelor of Science in Health Behavior Science from the University of Delaware, and her Master’s in Public Health with a focus in Health Equity from the University of Maryland.

 

Tamara Dumanovsky, Evaluation Director

Tamara, a frequent JLA Collaborator, brings 20 years of experience in the fields of public health, systems rese arch and health policy. Her areas of expertise include applied research and program evaluation, data management, analysis and reporting, metrics development, survey design, program implementation and evaluation, and implementation consultation for evidence-based practices.

As former VP for Research and Analytics at the Center to Advance Palliative Care at Mt. Sinai School of Medicine, she led a redesign of the National Palliative Care Registry, a web-based platform that provides programs across the country customized process and outcome metrics. At the NYC Housing Authority, she led research on the economic impact of the Authority on the City of New York. Over ten years with the NYC Department of Health and Mental Hygiene, she led research and evaluation projects on emerging issues in public health. She received a doctorate in Sociology from New York University.
