JLA’s core team brings deep expertise in quality improvement, evaluation and program design and management. For each engagement, we develop a project-specific team, drawing our network of industry experts in order to ensure a successful outcome. Joslyn leads each team, using her systems-based thinking to provide vision and oversight.
Our principal, Joslyn, brings over twenty-five years of experience in public health leadership, quality improvement coaching, and clinical nursing. For the past 11 years, she has led JLA’s workstream supporting organizational, regional and national efforts to implement, evaluate and spread best practices to improve health. Before establishing JLA, Joslyn served at the NYC Department of Health and Mental Hygiene for close to a decade leading large-scale quality improvement initiatives and educational outreach programs in hospital and community settings. Key initiatives included Breakthrough Series Collaboratives to improve chronic disease prevention and treatment and the ground-breaking Public Health Detailing program. She advised on EHR design to support quality improvement and was a strong advocate for advancing health literacy. Previously, Joslyn led new program design at a regional health care quality review organization. Joslyn began her career as a nurse in obstetrics and gynecology in NYC. She received both her Bachelor of Science degree in Nursing and her master’s degree in Public Health from Columbia University.
Nikki, Associate at JLA, manages project implementation and communication for key JLA engagements. She conducts core evaluation activities, including survey design and implementation, key informant interview guide development, and data analysis and array, and she provides data and evaluation technical assistance including tools and training for data collection and guidance on logic model design. Since joining JLA in 2018, Nikki’s attention to detail and willingness to work alongside clients to solve complex problems have helped her seamlessly support a diverse set of clients at the firm ranging from small non-profits to large academic medical centers. Nikki received her Bachelor of Science in Health Behavior Science from the University of Delaware, and her Master’s in Public Health with a focus in Health Equity from the University of Maryland.
Tamara, a frequent JLA collaborator, serves as our Evaluation Director. Tamara specializes in applied research and program evaluation and brings 20 years of experience in the fields of public health, health policy and systems research, and occupational health. Her areas of expertise include data management, analysis and reporting; metrics development; survey design; program implementation and outcome evaluation; systematic review and implementation consultation for evidence-based practices. As VP for Research and Analytics at the Center to Advance Palliative Care at Mt. Sinai School of Medicine, she led the redesign of the National Palliative Care Registry, a web-based platform that provides programs across the country customized process and outcome metrics. At the NYC Housing Authority she led research on the economic impact of the Authority on the City of New York. At the NYC Department of Health and Mental Hygiene for 10 years, she led research and evaluation projects on emerging issues in public health, including calorie labeling and trans fats. She received a doctorate in Sociology from New York University.
